Devilstar Charges are used by Astaroth (including void ones). Being Nether and Void, Devilstars apply Decay.
The Astaroth Claw equipment piece shoots devilstars.
Can also be fired from a dispenser.
Devilstar charges can be crafted from Astaroth Claw.
They can be dropped by Astaroths upon death.
